Thank you for raising this important topic. We need as much of this dialogue of real reform actually is.

The approach that Burnham recognises and had worked with has a long history, and is well known around the country. It just has rarely had the ability to rear its head above the parapet. For many of us, that have been working in this field for years, we have created a resource for this type of work and we call it Human Learning Systems. And it is from this knowledge that I am writing some comments here.

A devolved state needs knowledge. And in much of the public sector this knowledge is complex and multi-layered. Such knowledge is often best held with those closest to the work, to the people and communities. Thats why local ownership and direct engagement is so important. Knowledge is very different to data. Data is categorised, standard, defined, and delayed. Knowledge is different for each person, varied, partial, ill defined and subjective, and it changes all the time. For complex work, like ASC, much of the recorded information is partial and wrong. In a recorded example the team found that 66% of the demand originally recorded on the current system, did not match the real problem to solve. And that is not the fault of the people entering the information, it as the nature of the recording in the first place.

The second characteristic that you describe is the method of interaction of the citizens with cloak government. Overwhelmingly, in all the case studies we have seen, the evidence is clear. The distance between the public sector institution and the citizen has to be zero. That the engagement has to be based on relationship between the citizen and the staff. The learning is that direct engagement is one that uncovers the complexity of people's lives, what matters to them, the wider determinants of health, and builds trust so that power remains with the citizen when making the choices with the public sector staff. It is then automatically democratic.
